Overview of Job / Management and Reporting Structure

The VP & Capital Markets Chief Risk Officer (CRO-CM) reports to the SVP & Chief Risk Officer for the Enterprise Risk Management division and provides independent risk oversight of Fannie Mae's Capital Market's functions.  These include overall asset, liability, and capital management for Fannie Mae's balance sheet. The CRO-CM manages a team that is responsible for identifying, assessing, mitigating and monitoring the market, liquidity, and credit risks associated with the company’s retained mortgage portfolio as well as providing a review and challenge role in Finance activities related to earnings and capital measures.  


The CRO-CM is responsible for developing and maintaining Market and Liquidity Risk Policies and supporting governance documents, recommending the appropriate limit structure to align to the company’s Risk Appetite, monitoring risk exposures against these limits, and serving on the Asset and Liability and Capital Committees.  The CRO-CM works with the company’s modeling and analytics resources to develop methodologies and models to measure market risks. 


Successful incumbent must possess risk management or portfolio management experience to establish and maintain credibility with business units and other constituents, including FHFA.  

Key Job Functions & Duties
  • Establishing and monitoring interest rate risk and liquidity risk limits for Fannie Mae’s $200 billion retained mortgage portfolio and $75 billion liquidity portfolio.
  • Providing 2nd line effective challenge of the company’s balance sheet management activities.
  • Interfacing with key stakeholders in both the 1st and 2nd lines, including the CFO, Treasurer, Business Unit Heads within Finance, and line Chief Risk Officers within Enterprise Risk Management.
  • Monitoring market, industry, and regulatory developments that affect balance sheet management and associated risks.
  • Managing market and liquidity risk teams that monitor performance and exposures.
  • Managing capital risk team that provides a review and challenge function for capital and earnings measures.
  • Managing a financial systems and data team that ensure timely and accurate access to the company’s positions and risk measure infrastructure.

  •  A minimum of 10 years of experience required within the discipline. 15 plus years preferred.
  • A minimum of 10 years of managerial experience.
  • Experience in Portfolio Management and/or Risk Oversight.
  • Expertise in Market and Liquidity Risks required.
  • Bachelor's degree required; Finance preferred or related fields.
  • Master's degree preferred; Finance or related fields.
  • Expert knowledge and understanding of most fixed income markets including mortgages, agency debt, and interest rate derivatives.
  • Successful management of diverse teams; the ability to supervise and coach across a wide variety of talent.
