JOB SUMMARY
 

Overview of Job / Management and Reporting Structure

Reporting directly to the SVP & Treasurer, the Vice President and Assistant Treasurer will be a strategic and results oriented finance leader, responsible for the execution of Fannie Mae’s liability management strategy. This includes management and oversight of Fannie Mae’s funding and liquidity strategy ensuring execution is in compliance with policies and metrics.  Also included are: issuance of short term and long-term debt securities, the investment and management of Fannie Mae’s Liquidity portfolio and the active management of Fannie Mae outstanding debt stock. This person also has management and execution responsibility of our interest rate hedging activity of the balance sheet. The Vice President and Assistant Treasurer is not only a critical position internally, but also has high visibility with external stakeholders such as regulators, dealers and fixed income investors.

 
 

Key Job Functions & Duties

  • Manage the planning and execution of the funding strategies for Fannie Mae in the short-term and long-term debt markets
  • Ensure compliance with internal limits and metrics and adhering to regulatory requirements
  • Provide leadership to the process of insuring appropriate balance sheet liquidity through the management of the debt profile
  • Develop and manage the execution of Fannie Mae's hedging strategies, focusing on interest rate, curve and volatility risks to meet the risk management objectives of the Mortgage Portfolio
  • Participate in market risk related meetings and working groups and participate in the vetting of desk models
  • Ensure compliance with internal limits and metrics and adhering to regulatory requirements
  • Manage Fannie Mae's Liquidity portfolio and provide strategic direction
  • Develop investment guidelines and policies in coordination with Enterprise Risk Management
  • Ensure compliance with internal limits and metrics and adhering to regulatory requirements
  • Develop talented individuals into future officers and leaders of Fannie Mae.  Build organizational depth
  • Manage, motivate and develop a staff of highly skilled professionals who successfully implement the business objectives of Treasury, Finance and the broader enterprise
  • Ensure the ongoing training and development of staff to provide cross training opportunities to expand depth of knowledge
  • Represent the Company with fixed income investors, dealers and regulators as an expert in Fannie Mae's debt and derivative objectives
  • Maintain strong relationships and good communication with key dealers and counterparties to ensure they are committed to the priorities of Treasury and Fannie Mae
  • Develop and ensure appropriate compliance with all policies and procedures governing the activities of the Treasury Front office including compliance with limits and metrics including internal, board and regulatory
  • Work with BU CFO and Risk Organization to develop Funds Transfer pricing strategy

 
Qualifications
  • Years of experience: 8 required, 10+ preferred
  • Years of managerial experience: 5 required, 8+ preferred
  • Bachelor's degree required; Business, Finance, Accounting or related field
  • Master's degree preferred
  • Must have strong fixed income market knowledge
  • Must have excellent oral and written communication skills, strong executive presence, strong negotiation and interpersonal skills
  • Ability to interact with Executives, Senior Management, Portfolio Managers, Capital Markets CFO, Officers in Controllers and General Counsel's office and demonstrates the skills to manage expectations and deliver results
  • Must work well in a cross-functional environment and be able to lead and work on teams and build consensus
  • Strong business acumen and financial and analytic skills
  • Ability to quickly understand and adapt to changes in business environment, such as regulatory or legislative changes
